Yes, it’s a swivel so it will open out and it will open in as long as their is nothing preventing it on either side.

Q: Can these be installed in the center of the door for a full 360 degree rotation? I see it refers to “360” in product description, but want to confirm.

They can be but you can see by the design that they're not engineered for such a use. They're more for a left or right side swing based on the offset design.
